用于国际发展援助等公共事业的资金缺口,使得联合国相关部门与国际社会开始研究、创新公共筹资方式。不论是国际税种、自愿统一捐款,还是国际公共债券,创新的筹资方式不仅保障了国际公共产品和公共服务的供给,而且发挥了符合公平与效率原则的其他社会功能。这些成功的筹资经验对我国在国际事务中发挥积极作用以及国内财税制度改革均有启示意义。
The funding gap for public utilities such as international development aid has led the relevant departments of the United Nations and the international community to start research and innovate public financing. Whether international taxes, voluntary unification donations, or international public debt, innovative ways of financing not only guarantee the supply of international public goods and public services, but also fulfill other social functions consistent with the principle of equity and efficiency. These successful fundraising experiences have enlightening significance for China in playing an active role in international affairs and in reforming the domestic fiscal and taxation system.
