在广西水上交通安全工作会议上,防城港务监督长陈福泉的发言,博得了与会代表热烈的掌声。防城港务监督为海峡两岸同胞的情谊做了一件大好事。 1999年6月7日,防城港务监督接到一艘8000多载重吨,从中国汕头开往马来西亚名叫“诺瓦”的外轮申请,该轮主机出现故障,要求到中国防城港修理。 防城港是我国陆域南端的海港。监督长陈福泉想:“奇怪,这艘外轮为何舍近就远到防城港来?”他脑子里立即想起近年来,海盗在南中国海以及马六甲海峡一带活动猖獗。他指示监督员:“我们一定要提高警惕,对这艘外轮要进行重点检查!” 为了不引起这艘外轮人员的怀疑,防城港务监督派出3名监督员与这艘外轮的代理,乘快艇到检疫锚地,登上外轮,开展了正常的工作,并从不同角度拍下了这艘外轮的外貌特征,将船上的证书例行暂收。经检查,疑点出来了,该轮的外貌特征、吊机式样,均与中国海上搜救中心协查通知中的失踪船舶“海的主人”极为相似;船上所有证书签发日期与“海的主人”轮失踪的日期相近。但船舶载重线证书的填写不符合国际规范,而所有证书都是由洪都拉斯一个组织签发的。经查证,洪都拉斯船舶登记机关声明,该国从未授予该组织发放任何证书。至此,防城港务监督认定,这是一艘疑点重重的货轮。决
