航天动力技术研究院在航天产品项目经费管理过程中,开展项目经费全生命周期策划,逐步建立起事前策划、事中管控、事后评价、持续改进的全过程受控闭环管理体系,实现了项目经费、科研生产与财务管理的有效衔接,对加强风险管理、促进成本节约、协调资源配置、推行激励机制发挥了重要作用。通过不断夯实经费管理基础,深入推进并持续规范经费管理,逐步建立起项目经费全周期管理的长效工作机制,显著提升了航天产品项目精细化管理水平,有力推动了航天科研生产体系的高效运行。
