欧盟部长理事会于2001年2月26日通过有效多数方式,批准欧委会提交的向最不发达国家全面开放市场的计划。主要内容包括:欧盟将取消对48个最不发达国家除武器之外所有产品的关税和配额,仅对糖、大米和香蕉三类最敏感产品实行过渡性征税;分别于2006年和2009年取消对香蕉以及对糖和大米的进口贸易壁垒,但自今年起糖和大米的特殊配额部分进口将被允许行零关税。该计划于今年3月5日正式生效。
The EU Council of Ministers adopted an effective majority on February 26, 2001, to approve the plan submitted by the European Commission to fully liberalize the market to the least developed countries. The main contents include: the EU will abolish the tariffs and quotas on all products except the weapons in the 48 least developed countries and impose a transitional tax on only the most sensitive products such as sugar, rice and banana; in 2006 and 2009 respectively Ban on bananas and import barriers to sugar and rice will be lifted, but some special allowances for sugar and rice will be allowed zero tariffs this year.
