本文探讨了农民工信访的主要特点,对工程款或工资被拖欠、返乡种地难、就业(再就业)或创业难等主要维权诉求进行分析。在利益受损时,农民工通常会通过法律、仲裁、工会和信访等路径来维护自身的合法权益。本文试图通过对这几种方式的比较,运用公共管理的理论,站在信访工作角度对农民工的权益保障问题进行分析,找到解决问题的对策,并提出创新信访机制,维护农民工合法权益的建议。
This paper discusses the main characteristics of the letters and visits of migrant workers, and analyzes the demands of the main activists such as the payment of construction funds or wages, the difficulty of returning to their native land, difficulty of finding employment (reemployment) or starting a business. When the interests are impaired, migrant workers usually safeguard their own legitimate rights and interests through legal, arbitration, trade union and letters and visits. This article attempts to use the theory of public management to analyze the protection of migrant workers’ rights and interests from the angle of petition work and to find the solutions to the problems through the comparison of these methods and put forward the mechanism of innovative petition and letters to safeguard the legitimate rights and interests of migrant workers Suggest.
