当前征兵工作难是摆在各人武部面前的一个重要问题,带有相当的普遍性,这些问题解决不好,则会严重影响国防建设的发展和国家的安全与稳定。(一)建立健全机制,推进征兵工作健康发展。在领导机制上,各级兵役机构要把征兵工作作为第四季度的中心工作来抓,落实领导分片包干制度,深入基层指导征兵工作。要健全责任制,继续实行签订责任书的办法,明确各级各部门职责,确保各项工作有人抓,有人管。要坚持责任追究制度,对成绩好的单位和个人要给予表彰,对出问题的单位和个人要追究责任。在工作机制上,要切实加强各级征兵工作领导小组和征兵办公室
The current conscription work is hardly an important issue before all the armed forces departments and is quite universal. If these problems are not properly resolved, the development of national defense and the security and stability of the country will be seriously affected. (I) Establish and improve the mechanism to promote the healthy development of conscription work. On the leadership mechanism, the military service agencies at all levels should make conscription work their central task in the fourth quarter, implement the system of leading and uniting cadres and work in a down-to-earth manner to guide the conscription work. We should improve the system of responsibility, continue to implement the method of signing letters of responsibility, clarify the responsibilities of various departments at all levels, ensure that every job is handled and someone is in charge. We must adhere to the accountability system, award units and individuals with good grades, and hold responsible units and individuals for problems. On the working mechanism, we must conscientiously strengthen the leading groups for conscription work and the conscription office at all levels
