在过去 2 0年中 ,以工程项目设计和监理为主体的我国工程咨询业远未能发挥国外同行在项目管理中的关键作用。究其原因 ,一是我国的设计与监理内涵和运作与国际惯例大相径庭 ;一是我国一直忽视项目管理模式的改革。根据西方盛行的业主“项目管理层”项目管理模式 ,结合我国实际设计的业主“项目经理实体化”的项目管理模式 ,能有效地弥补中外设计与监理在项目管理中作用的巨大差距
In the past 20 years, the engineering consulting industry in China, which is mainly composed of engineering design and supervision, has been far from being able to play the key role of foreign counterparts in project management. The reason is that the connotation and operation of design and supervision in our country are very different from those in international practice. First, our country has always neglected the reform of the project management mode. According to the prevailing project management mode of project owner in the west and project management model of “project manager entity”, which is actually designed by our country, we can effectively make up for the huge gap between project design and supervision in project management
