公平是服务型政府的主导性价值,主要是指在建设服务型政府的过程中,公平是政府的行政决策和执行行为的核心,其实质就是要均衡实现所有社会成员应有的利益需求。权利公平、机会公平和制度公平存在的缺失,是公平作为服务型政府主导性价值的现实依据;努力追求和实现权利公平、机会公平和制度公平,是公平作为服务型政府主导性价值的基础、前提、逻辑起点,以及关键和核心要素。
Fairness is the dominant value of service-oriented government, mainly refers to the process of building a service-oriented government, fairness is the core of the government’s administrative decision-making and implementation of behavior, the essence is to balance the interests of all members of the community needs.
