《中国卫生法制》编辑部:5月16日我们接到市卫生局转来《中国卫生法制》94年第1期“群众来信”栏目中刊登的张珏给贵刊信的复印件。我们对此非常重视,经研究,特向贵刊就此事调查处理情况做一汇报:一、患者张增善患慢性支气管炎,慢性阻塞性肺气肿,慢性肺源性心脏病,经常反复住院治疗。1993年10月4日晚7时30分左右,其妻来我院急诊室说:张增善严重呼吸困难,病情危重,要求当班医生出诊到家里对患者进行抢救。当晚值班医师是2人,其中1人到食堂吃饭,只有1位大夫在急诊室,值班大夫回答说:我院规定急诊室不出诊,现在就我一个大夫,病人很多(有观察病人),如果我出诊,这里出了事我负不起责任,请您把病人抬来“。由于患者家属再三要求出诊,值班大夫说:”您去找总值班,总值班同意我们出诊,我就出诊。“患者之妻找到当晚的总值班,要求出诊,总值班说:”我们医院原则上不出诊,特别是晚上大夫少。如果大夫外出,再有抢救的就麻烦了。再说大夫对病情也不了解,也不能把抢救的东西都带去“患者之妻没有说什么就走了。后来又来了一位

We attach great importance to this. After research, we hereby report to you on the investigation and handling of the matter: 1. Zhang Zengshan suffers from chronic bronchitis, chronic obstructive pulmonary emphysema, chronic pulmonary heart disease, and is often repeatedly hospitalized. At about 7:30 p.m. on October 4, 1993, his wife came to the emergency room of our hospital and said: Zhang Zengshan had severe dyspnea and was in critical condition. He asked the on-duty doctor to visit the home to rescue the patient. The on-duty doctor was 2 people in the evening. One of them went to the cafeteria to eat. Only one doctor was in the emergency room. The doctor on duty replied: The emergency room in our hospital does not require medical consultation.
