  Food is like the Heaven of the people", the household saying now seems to be a gross mockery after the outbreak of a chain of food safety scandals. And as for "Rewarding yourself with gourmet", another popular catchphrase seems more like a pipedream to us.Recently, "the expired meat" scare of the Shanghai Husi Food Co., Ltd. triggered a new round of discussions on food safety. Meanwhile, pieces of moldy meat products exposed by the media continue to deepen the public's distrust of food safety.On the one hand, we are blaming bad companies' unscrupulous behaviors and questioning the government's regulatory weakness, but on the other, except for panicking on" what else can we eat", what should we do to ensure "Food Safety First"? Is rejecting a direct and effective method? Facing such a vast and complex project of food safety, what kind of role should each of us play?Bite of the mustyIn May this year, according to the data released by the Investigation Report on Chinese People’s Livelihood·2014, among a variety of food safety issues, the public are most concerned about fake or inferior products, illegal use of additives, pesticide residues, and outdated and genetically modified (GM) food. Among them, the satisfaction rating of the government food safety work is 17.8%. In addition, nearly one-third respondents said they had met food safety problems recently. Of all the basic necessities people needed, food safety are always ranked in the top ten social issues which the public are most concerned about.Events that tingle your nervesAcademician of Chinese Academy of Engineering and Researcher of China National Center for Food Safety Risk Assessment Chen Junshi wrote in his blog, "using shoddy and inferior goods to replace the real is a very common behavior in the market economy. Out of greed, not just peddlers, even well-known manufacturers are involved; now it has become an important issue of food security. "Scares like dairy products with melamine six years ago and last year's "black-heart oil" in Taiwan certainly hurt the frayed nerves of public on food safety. Behind the food adulteration driven by economic interests are the kidney stones of innocent children who took poisoned milk and the widespread social scare.Soon after the scandal of "expired meat" of Shanghai Husi, the media exposed the following behavior of a Beijing barbecue restaurant: the left meat was placed again at the dining table after processing in the kitchen; the dead fish kicked to and fro between the aisle and garbage barrels eventually become fillets to be eaten by the customers; and the chef cut dish using the chopper shovel after shoving away the garbage on the ground...Director of Practice Teaching of Law School of China University of Politics and Law Professor Xu Shenjian told reporters with resignation that "current food safety incidents are almost impossible to prevent."As for foreign food safety problems, Xu used his personal experience to illustrate. He said that when participating in international education seminar, an US Professor acknowledged that US also experienced a "Long March" in addressing food safety issues."Back then in US, dead mice, moldy ham, and even arms cut off in the machine were all turned into the sausage raw material, and finally went its way to the table. When President Theodore Roosevelt ate his breakfast and read a description of dirty scenes of Chicago meat-packing plants exposed in the article Slaughter by a pioneer of Muckracher Movement of US Journalism, he was so furious that he threw the sausages out of the plate. He was determined to solve the problem. US food security has not been fundamentally improved until two federal laws the Food and Drugs Act and the Meat Inspection Act were passed by the Congress and United States Food and Drug Administration (FDA) was established," professor told Xu Shenjian.   And in 2013, horse meat scandal again exposed food safety issue to the people in Europe. According to foreign media reports, fake beef lasagna and sausage and meat pie with horse meat were served at the table, and horse meat was also filled into a variety of frozen noodle, sausage and cakes affixed with a European frozen food giant Sweden Findus Company and its suppliers France Comigel Company, which were yet sold very well in supermarkets. Waxing and waning of public suspicionAs noted above, the public demonstrated great concern for food safety. But at the same time, reporters also found other opinions in the survey. For example, for exposed food security scares, those who holds that "we still have to eat gutter oil and breathe PM2.5" are many, and the opinion of "nothing serious really happens after years of dining such things" was also echoed, some even said frankly," even such big chain stores use inferior meat, not to mention the small ones, should we ban all of them?".An expert who declined to be named told the reporter that "this may appear to be a helpless attitude, in other words, it is but the indulging of such events to a certain extent. Some unscrupulous companies seized this psychology and take duplicitous acts in the regulatory enforcement process".Ambiguous awarenessA business information website conducted a survey -- "are you going to patronize restaurant with illegal history?" among the 816 netizens, almost one-fifth responded that "restaurants are but birds of a feather, as long as the flavor is good, it doesn't matter" and "maybe, may go after rectification".In an article by Chen Junshi, who put forward in earnest, "How can we effectively combat and prevent food adulteration? In view of the characteristics of food adulteration which is like the saying "While the priest climbs a foot, the devil climbs ten", the whole society need to be participated in order to respond effectively. When consumers find clues, they need report to the regulators. "But at the same time, according to the data survey by Horizonkey, when asked about China's food safety supervision system, 20.4% of the public think food safety supervision in China is administered by the General Administration of Quality Supervision, Inspection and Quarantine Commission of PRC; only 10.4% of the respondents say that the National Health and Family Planning is responsible for formulating and publishing standards of food safety, and organizing monitoring and evaluation works of the food safety risk. And about the complaints hotline--"12331"--launched by China's Food and Drug Supervision Administration Department in January 2012, only 10.1% said they had heard of it and 43.6% didn't know the existence of the complaint hotline.While in US the Food and Drug Administration is not only well known but can also be censured by the public. After the "peanut butter incident" which shocked the whole nation, the public raised serious questions to US food safety control system and FDA's ability to ensure food security, leading to modifications of the relevant bills.Extreme anxietyAn administrative staff in a state-owned enterprise also spoke about his confusion when he told the reporter, "What exactly are food additives? What is the standard? Is it that as long as you eat, your health will be affected or whether there will be an effect or not depends on what quantity you have eaten? If an impact exists, is it deemed as a food safety incident?"Those who have similar confusion about what food safety realy is are not a minority. Just as the burst of the myth of "Green Bean Physician" in previous years in China, the public show full enthusiasm towards health care and healthy diet, but they do mot make quick judgment about the claims like "green bean can cure all diseases" or "potato chips can cause cancer". And the resulting anxiety in the public opinion can be seen in China Food Safety Report Blue Book (2013), which shows that, among 1,942 incidents of food safety in 2012 exposed by media, 1,195 are non-quality safety incidents.In this regard, professor of School of Journalism and TV of Communication University of China Wang Can said, in accordance with China's law on food safety, food sales and production in China must comply with Chinese standards, and even if they do not comply with EU standards, they should not be considered as food safety incidents and if they were, wrong reference should be deemed. A vast majority of the so-called "food safety incidents" are caused by unscientific interpretation, incorrect standard reference or absence of concrete basis. This attitude is not conducive to the healthy and orderly development of food safety.It is reported that in the United States, public awareness of food safety knowledge reaches 80%. But in China, the rate is less than 30%. While in Japan, public education of food hygiene begins from an early age.What else can we do?Backtracking food safety incidents around the world in recent years, journalist found that while conducting a "top down" approach to regulate and combat by the government and self-correcting acts on the part of enterprises, a "bottom up" public participation and a strengthened sense of responsibility are desperately needed to address food safety risk, which needs to be shifted from passive to active.Strengthening popular science propagandaDeputy Director of National Risk Assessment Centre Yan Weixing said, "The whole society should step up food safety risk communication. The focus of food safety risk communication is not information dissemination, but using specialized terms which can be understood by ordinary people, so that the whole society can hold a rational view of food safety problems." He also stressed that currently food safety risk communication in China are conducted mostly in the form of press releases, and discussion of specific situation about food safety is not enough.Also due to lack of scientific popularization and propaganda, governmental communication makes the public to think that the government is trying to hide something after the incident.Statistics show that in the United States, the Food and Drug Administration use the illustrated literature to tell the public how to protect themselves from the dangers of bad food and regularly holds food packaging knowledge quizzes, of which those who score high on tests will receive a certain amount of material reward; in Germany, the Ministry of Food and Agriculture has set up a "what we eat" website. By browsing the website information, the public can remove in a timely manner from their shopping list foods items with huge security risk; Japanese TV and newspapers use public advocacy to call on the public "using the smell and sight to identify foods, rather than relying on the durability date labels" while purchasing food. In addition, Japan's community and supermarkets often have booklets for free distribution to the public, explaining food safety and food hygiene and practical knowledge.Enhanced awareness of right protection"Rights? How to protect right when no one died?"-- In random interviews, many hold this view. Xu also admitted to the reporter that, the time and economic cost of right-protection made consumer consciousness weak and negative.In the most critical evidentiary link of food safety incidents, the public have not sufficient awareness on retaining the corresponding consumption vouchers and spoiled food receipts. "Vouchers? What's the use of keeping them? Already thrown away as junk." Frequenter of fast food restaurants white-collar Li Xin told the reporter that "since food is rotten, what's the use of keeping it?" Such Replies are not uncommon.For the gap in right safeguarding system, General Director of China Food and Drug Administration Zhang Yong said, more efforts would be made to explore establishing food security responsibility insurance system and introduce effective supervision by related parties of economic interest; mobilize the enthusiasm of consumers and social supervision, perfect punishment compensation system and award-winning report measures, improve the timeliness and authoritativeness of risk exchange and information sharing, and support innovative administrative service means of civil lawsuits.It is well known that, corporate behavior should be restricted by both regulation and market discipline; US people seem have a stronger awareness on this aspect. Food poisoning cases are always the favorites of US law firm, because odds of winning for such lawsuits are big. In addition, law firms are also expected to inform the public in detail the claim procedures after food poisoning was found.Just as "for whom the bell tolls", food security is everyone's expectation. But as for preserving food safety, no one could stay out of it.
