记者:如何评价连续几年的积极财政政策? 刘国光:1998年以来,中国政府连续几年实施了积极财政政策,取得了显著的成效。据测算,积极财政政策对1998年、1999年和2000年三年经济增长的贡献基本上都是在1.5—2.0个百分点左右。利用国债资金进行重点建设,不仅有力拉动了经济增长,抑制了通货紧缩趋势,而且加快了经济结构调整,增强了经济发展后劲。同时,积极财政政策在扩大消费、促进出口和支持改革等方面,也发挥了重要作用。
Reporter: How to Evaluate the Positive Fiscal Policy for Several Years in a Row? Liu Guoguang: Since 1998, the Chinese government has implemented the proactive fiscal policy for several years in a row and achieved remarkable results. It has been estimated that the contribution of the proactive fiscal policy to the economic growth in the three years of 1998, 1999 and 2000 basically ranged from 1.5 to 2.0 percentage points. The use of treasury bonds for key construction not only strongly stimulated economic growth, curbed the trend of deflation, but also accelerated the readjustment of economic structure and enhanced the economic development potential. At the same time, proactive fiscal policies have also played an important role in expanding consumption, promoting exports and supporting reforms.
