一、高校财务的新型管理模式石家庄铁道学院针对高校财务管理混乱难题，在2001年成立了“会计服务中心”（以下简称“中心”），“中心”的成立，实现了对全校二级核算单位的“统一管理、分级核算”，理顺了学院与各二级核算单位的财务关系，解决了学院财务多头管理、资金分散的状况，收到良好效果。
