工程建设预算泛指概算和预算两大类,概算和预算的区别为:1.所起的作用不同。概算编制在初步设计阶段,并作为向国家和地区报批投资的文件,经审批后用以编制固定资产计划,是控制建设项目投资的依据;预算编制在施工图设计阶段,它起着建筑产品价格的作用,是工程价款的标底。2.编制依据不同。概算依据概算定额或概算指标进行编制,其内容项目经扩大而简化,概括性大;预算则依据预算定额和综合预算定额进行编制,其项目较详细,较重要。
