亚洲国家政府采购制度因体制不同有很大差异,有集中采购也有分散采购。亚太经济合作组织成员的共同特点是,都制定了比较完善的政府采购法规制度。公平竞争、透明、效率也是各国通用的采购原则。 一、日本的政府采购 日本是《政府采购协议》最早的签字国之一。因此,日本的中央政府、地方政府及政府相关机构的采购均纳入该协议,它包括了47个都道府县和84家公共组织。日本规定,当政府采购超过以下金额时,应使用《政府采购协议》所规定的公开程序:(见表1)
Asian countries, the government procurement system due to different systems are very different, there are centralized purchasing decentralized procurement. The common feature of the members of the Asia-Pacific Economic Cooperation is that they have formulated a relatively complete system of government procurement laws and regulations. Fair competition, transparency and efficiency are also the common purchasing principles of all countries. I. Japan’s Government Procurement Japan is one of the earliest signatories of the “Government Procurement Agreement.” Therefore, Japan’s central government, local government and government agencies involved in procurement are included in the agreement, which includes 47 prefectures and 84 public organizations. Japan stipulates that public procurement under the GPA should be used when government purchases exceed the following amounts: (See Table 1)
