公共行政伦理是以对“公共性”的突出强调为标志的,这一点使其产生了对现代政治哲学的高度依赖。公共行政人员的基本角色界定,是公共行政伦理的根基问题之一,这一问题浓缩地反映了公共行政伦理与现代政治哲学的基本价值之间的内在关联。由此延伸,公共行政伦理体系的任何建构都离不开现代政治哲学的基础,强调这一点对于转型期的中国公共行政伦理建设具有尤其重要的意义。
Public administration ethics is marked by the salient emphasis on “publicity ”, which gives rise to a high degree of reliance on modern political philosophy. The definition of the basic role of public administrators is one of the fundamental problems in public administration ethics. This issue reflects the intrinsic relationship between the public administration ethics and the basic values of modern political philosophy. From this extension, any construction of public administrative ethics system can not do without the foundation of modern political philosophy, emphasizing that this is of particular importance to the construction of China’s public administration ethics in the transitional period.
