(一)地方小康主要经济目标实现评价的基本思路。 实现小康是九十年代我国经济社会发展的重要战略目标,也是分领域分地区逐步实现的宏伟兰图。这一目标应当科学地分解各区域的经济社会发展目标,才能保证总目标的实现。本评价方案要制定我国区域小康的主要经济目标,以此逐年评定实现小康主要经济目标的区域。
(I) Basic Ideas for Realizing the Evaluation of the Main Economic Objectives for a Well-off Local. To realize a well-to-do society is an important strategic goal of China’s economic and social development in the 1990s and a magnificent blueprint for its gradual realization in different regions and regions. This goal should scientifically decompose the economic and social development goals of all regions so as to ensure the overall goal. This evaluation plan should set the major economic goal of building a well-to-do region in our country and annually assess the region in which the major economic goals of realizing well-to-do are achieved.
