本文认为当代社会治理离不开现代信息通信技术(ICT)以及以此为基础的一套社会网络运行模式。电子政务一直被人们看成是处理政治、社会群体相互间关系领域的虚拟政治—社会结构及其相互关系的一种重要方式和运作模式,同时由于电子政务在社会网络化中的特殊地位和作用,它实际上还充当着社会治理基础平台的角色。从社会治理的视角看,电子政务的魅力就在于,它能在整合多元价值和利益,推行民主政治的基本理念,重构政府形象,推动公共服务创新和降低治理成本的过程中发挥其基础性的作用。
This paper argues that contemporary social governance is inseparable from the modern information and communication technology (ICT) and based on this set of social network operating mode. E-government has always been regarded as an important way and mode of operation for handling the virtual politics-social structure and their interrelationships in the political and social groups. At the same time, due to the special status and role of e-government in social networking , It actually acts as the basic platform for social governance.
