漕运,清代三大政之一,是维系清朝政权的生命线。嘉道时期,吏治腐败,世风日下,漕运弊端百出。道光四年,高家堰溃堤导致河道堵塞,引起了清廷内部关于河运和海运的大争论。作为经世派的代表人物,陶澍以一名改革家的魄力主张改革漕运,倡议实行海运,并且殚精竭虑,为海运做了大量的准备工作。他的努力终于在道光六年促成了漕粮海运的顺利实施。
