文化遗产负外部性的存在意味着文化资源配置的非帕累托最优,克服负外部性始终是一个重要而棘手的课题。本文首先文化遗产外部性的表现形式与影响渠道进行了归纳总结;然后从文化遗产的准公共物品属性、自然垄断特征和委托代理问题这三个角度分析了外部性产生的根源;最后对解决负外部性,合理保护和开发文化遗产提出建议。
The negative externality of cultural heritage means that non-Pareto optimal allocation of cultural resources, to overcome the negative externalities has always been an important and difficult issue. Firstly, this paper summarizes the manifestations of the externality of cultural heritages and the channels of influence. Then from the perspectives of quasi-public goods properties, natural monopoly characteristics and principal-agent problems of cultural heritage, this paper analyzes the sources of externality. Finally, Externalities, reasonable protection and development of cultural heritage recommendations.
