2001年10月,经中国科学院第12次院长办公会议审议批准,中国科学院文献情报中心(即中国科学院图书馆,以下简称科图,)进入了中科院“知识创新二期工程”;同时科图新馆舍胜利竣工。“进创新、进新馆”的“双进”奋斗目标取得了重大进展。面对进入创新后的新馆建设,科图提出“新理念、新管理、新服务、新形象”的“四新”目标。这“四新”是科图创新的最终目标——建设一个新的中国科学院图书馆的具体展现;这“四新”也是科图创新文化建设的真实内涵。
