在武汉经济发展战略的探讨中,“两通起飞”论曾风靡一时,颇有影响。诚然,一个流通,一个交通,都是发展经济的重要环节,尤其是对于被誉为“九省通衢”的武汉这样的特大城市来说,发展“两通”显得尤其重要,在一定的时期甚至可以作为经济发展的重点,是没有疑义的。但是,从战略高度来分析,从长远的发展来看,武汉能否依靠“两通”起飞?单靠“两通”能否飞得起来?“两通”能否带动整个武汉经济的发展?回顾世界贸易中心转移的历史,我们对“两通起飞”论不敢苟同。茲不揣浅陋,提出一孔之见,以就教于广大理论工作者和实际工作者。
In the discussion of the strategy of economic development in Wuhan, the theory of “take-off of two exchanges” was all the rage and quite influential. Especially for the mega-cities like Wuhan, which is known as the “thoroughfare of the nine provinces,” the development of the “two links” is especially important. However, from a strategic height, we can see from the long-term development whether Wuhan can rely on the “two links” to take off or whether the “two links” can fly alone or not. Can the “two links” lead the development of the entire Wuhan economy? Reviewing the history of the transfer of the World Trade Center, we disagree with the theory of “two take-offs”. We do not pretend to be simple and shallow, and propose a pretext to teach to the vast majority of theoretical workers and practical workers.
