道路红线在城市规划及各项建设业务中的重要性、严肃性不言而喻。在道路规划设计过程中,道路边线除了用直线,还经常用圆弧线。随着设计成果进入管理业务,道路边线转变为红线,成为各种业务的重要依据。在实践中,道路红线用圆弧表示,经常给各类业务带来诸多不便,如地块边界确定、面积量算、宗地的几何处理、施工定位、竣工验收、违法违章建设查处等,定位出现偏差、错位,地块边界出现交叉、空隙。在很多业务、技术人员不得不自行将圆弧改变成折线,这样就引起了各类业务的不一致。如果将道路红线中的圆弧统一转变为折线,可以避免这些偏差、错位,不仅带来便利,也能保证精确性。本项研究认为,将圆弧转换成折线技术上不难,误差也可控制,还存在从折线逆向转换成圆弧的可能。在道路规划设计结束后,将圆弧状的道路边线转换成折线,才确定为红线,将会使后续其他业务变得自然、顺畅。
