中共中央、国务院《关于进一步加强和改进大学生思想政治教育的意见》明确要求,各类网站要牢牢把握正确导向,主动承担社会责任,积极开发教育资源,开展形式多样的网络思想政治教育活动。牢牢把握网上舆论导向,唱响网上主旋律,是坚持马克思主义在意识形态领域指导地位的必然要求,是掌握思想政治工作主动权的迫切需要,是提高党的执政能力的一个重要方面。2003年10月,辽宁省委宣传部联合有关部门共同开通的“辽宁‘三个代表’”网站,搭建了信息时代宣传思想政治工作的新平台,塑造了网络“红色媒体”的新形象,受到社会各界的普遍欢迎。他们的实践表明:充分利用互联网等新兴媒体和新的舆论场,开辟宣传思想政治工作的新阵地,大有可为。

Firmly grasping the orientation of online media and singing the main theme of the Internet is an inevitable requirement for upholding Marxism in guiding the ideological field. It is an urgent need to grasp the initiative of ideological and political work and is an important aspect of improving the party’s ability to govern. In October 2003, the “Three Representatives of Liaoning” co-sponsored by the Propaganda Department of Liaoning Provincial Party Committee and the relevant departments jointly set up a new platform for propagating ideological and political work in the information era and created a new image of “red media” in the network. The community is generally welcomed. Their practice shows that promising to make full use of the emerging media and new media such as the Internet and opening up new positions for propaganda and ideological and political work is promising.
