曾经有位哲人用“1000”这个数字代表人的一生,其中“1”代表生命,“0”代表财富、事业和爱情,如果“1”倒下了,那么整个数字也就成了“0”。所以,对个人来说,安全就是幸福;对企业来说,安全就是效益。在生产五要素——人(人员)、机(机器)、料(物料)、法(法规)、环(环境)——中,“人”是处在第一位的。任何企业都要重视安全生产工作,而石油石化作为高危行业之一,更是要时刻绷紧这根弦。 国家安全生产监督管理局副局长赵铁锤说,工业化国家在经济发展过程中,大致都经历了从事故上升、高发,然后逐步稳定、下降这样一个周期。一般来说,人均国内生产总值1000～3000美元这个区间,是安全事故的高发期。我国目前正处在这样一个阶段。 为此,今年1月,国务院下发了《关于进一步加强安全生产工作的决定》,这是指导新时期安全生产工作的纲领性文件,也是新一届中央领导集体实践“三个代表”重要思想,落实“以人为本、执政为民”理念和具体体现。 为贯彻落实国务院《决定》精神,宣传“以人为本,安全第一”的理念,本刊联合国家安全生产监督管理局、中国石油集团、中国石化集团、中国海油,自本期开始,开展“关爱生命,关注安全”大型系列宣传活动,敬请关注。
