战争、侵略、领土占领、非法交易以及商业利益等都是造成多国文化遗产流失的因素。国际社会应该意识到世界各国在文化层面上都享有平等权利,不应将历史的盛衰变迁视为永恒不变。因此,联合国教科文组织倡导政府方面采取相关措施,以防止文化遗产的进一步损失,并归还或赔偿原籍国的文化财产。以下两项措施体现了UNESCO相关非政府组织的关切点。就可移动的文化财产来说,国际博物馆协会于20世纪60年代对其成员国发起了一项运动,即反对文化财产的非法交易。作为一个专业团队,ICOM在当时积极推动这项运动,并支持所有努力追索流失文化遗产的行动。
War, aggression, territorial occupations, illegal trade and commercial interests all contributed to the loss of a multi-cultural heritage. The international community should realize that all countries in the world enjoy equal rights at the cultural level and should not view the ebb and flow of history as eternal. Therefore, UNESCO advocates the government take relevant measures to prevent further loss of cultural heritage, and return or compensation for cultural property in the country of origin. The following two measures reflect the concerns of UNESCO-related non-governmental organizations. As far as movable cultural property is concerned, ICOM initiated a campaign against its member states in the 1960s, namely the illegal trade of cultural property. As a professional team, ICOM actively promoted the sport at that time and supported all efforts to recover lost cultural heritage.
