新一轮集体林权制度关系到农户实现增收、林业生产力水平提高等目标能否达到,已成为我国当前社会经济领域中高度关注的热点问题。文中运用产权理论、委托代理理论和经济增长理论对集体林权制度改革的内涵进行了剖析;从主要内容、具体做法和最近进展等3个方面,总结和分析了改革的现状;探析了核心与本质、目的与手段、成本与收益等3组关键问题;并从创新生产经营形式、完善公共服务体系和优化利益关系等方面提出了推动改革的政策建议。
Whether the new round of collective forest rights system can reach the goal of increasing farmers’ income and raising the level of forestry productivity has become a hot issue of great concern in China’s current social and economic fields. This paper analyzes the connotation of the reform of collective forest tenure system by using the theory of property rights, principal-agent theory and economic growth theory; summarizes and analyzes the current situation of the reform from three aspects: the main content, the concrete practice and the recent progress; Nature, purpose and means, costs and benefits; and put forward some policy suggestions to promote the reform in terms of innovating the forms of production and management, perfecting the public service system and optimizing the relations of interests.
