下放企业管理权限,是当前经济管理体制改革的重要内容之一,但有的部门以加强行业管理为由,把本部门直接管理的企业拖着不想放,不愿放。对改革可能带来不利的影响。为什么要下放企业管理权限?我个人的看法是: 1、生产关系一定要适应生产力的发展。但是我国长期以来,在“左”的思想指导下,只注意生产关系的革命,不注意劳动生产力的发展,认为只要生产关系先进了,生产力自然而然地会发展。所以急于用国营经济去代替集体和个人经济,同时采取集中管理,统收统支的政策,造成企业吃国家的大锅饭,个人吃企业的大锅饭的平均主义倾向,日益严重。企业成了政府(部门)的附属物,某些人把国营企业当成“部门所有”,甚至“个人私有”,把国家根据企业生产经营需要给予资金、物

The enterprise has become an appendage of the government (sector). Some people regard the state-owned enterprise as a “departmental” or even “private private”, and give the state funds and materials according to the production and operation needs of the enterprise.
