经费使用要实现效益最大化,当然不是单纯以采购数量或经费数额作为衡量标准,而应该以最小花费取得最佳效益。文献资源是高校图书馆构成的基本要素,也是高校图书馆存在与发展的价值所在,将直接影响到高校图书馆的服务质量和水平。文献资源的采访工作首先是为用户服务的,应当建立在用户需求的基础之上。而文献资源的有限性和用户需求的无限性永远是矛盾的,正是这种矛盾的对立和统一推动了高校图书馆文献资源采访模式的不断创新
