社会保障管理创新是世界各国社会保障体系发展的总趋势。文章基于社会生态环境视角,指出我国社会保障管理的生态环境主要受资源、组织成员、伦理观念、人类可持续发展等因素影响。在此基础上,探讨我国社会保障管理的创新动因以及创新路径。通过建立服务型政府、推进社保制度改革、完善公共决策机制、建立责任追究制度、创新绩效考评机制等多方面的制度设计,以促进我国社会保障管理创新发展。
Social security management innovation is the general trend of the development of social security systems in various countries in the world. Based on the perspective of social ecological environment, the article points out that the ecological environment of China’s social security management is mainly affected by such factors as resources, organization members, ethical concepts and sustainable development of human beings. On this basis, this paper explores the innovation motivation and innovation path of China’s social security management. We should promote the innovation and development of social security management in our country through the establishment of a service-oriented government, the reform of the social security system, the improvement of public decision-making mechanisms, the establishment of accountability system and the innovation performance evaluation mechanism.
