《中华人民共和国水法》和《中華人民共和国河道管理条例》颁布实施已一年多了,喜从各种水利报刊上看到各地在认真学习贯彻《水法》、《条例》,建立健全水利执法队伍,强化水利工程的依法管理等方面都做出了较显著的成绩。今年水利部十厅司联合倡议1989年为水利部门“法規年”,此举不外乎是寻求解决水利执法的新路子。但就一年来执行水利法规的实际情况看,如何从根本上解决水利执法问题,还是一件极为复杂而又迫切的事情。
