随着网络化的浪潮以前所未有的方式和速度席卷全球。网络言论的广泛使用,极大地方便了人类的信息交流和知识传播。但同时,网络也为一些人侵犯他人隐私、传播色情和进行其他网络犯罪提供了渠道。使公民的权利和自由在一个新的领域受到无形的威胁。因此,为了规制网络言论自由,本文试从立法、开发商、网民、政府网络言论自由的角度,就政府如何应对网络言论的挑战进行探析。
With the wave of networking sweeping the globe in an unprecedented way and speed. The widespread use of online speech has greatly facilitated the exchange of human information and knowledge. At the same time, however, the network also provides a channel for some to violate the privacy of others, spread pornography and engage in other cybercrime. Citizens’ rights and freedoms are invisible threats in a new area. Therefore, in order to regulate the freedom of speech on the Internet, this article attempts to analyze how the government should deal with the challenges posed by cyber-speech from the perspectives of legislation, developers, Internet users and government networks.
