上海是近代中国市民意识萌发较早的城市,尤其是戊戌维新之后,地方自治兴起,市民意识之一的参与意识有相当之长进。在有关此类问题的探讨中,公共卫生领域中表现出来的公共意识、卫生意识很少受到相应的重视。公共卫生领域实为近代上海市民意识勃兴的重要土壤。其间各类民间社团积极参与到公共卫生的宣传之中,独立开展卫生演讲、办刊、各类卫生运动等宣传方式,推动了近代上海公共卫生治理的社会化,弥补了政府公共卫生管理的不足,共同推进了上海公共卫生事业的发展和都市文明的提升。
