党的十七届六中全会明确指出:“推动社会主义文化大发展大繁荣,队伍是基础,人才是关键”。几年来,哈尔滨市以科学发展观为统领,坚持以人为本和人才资源是第一资源的理念,把人才工作纳入各级党委和政府的重要工作日程来抓,文化人才队伍建设取得了明显效果,但存在的问题也不能忽视。针对问题本文提出以下解决措施:一是切实加强组织领导;二是健全文化人才培养机制;三是创新文化人才激励机制;四是建立健全人才管理机制;五是建立和完善文化人才数据库。

In view of the problem, this paper proposes the following solutions: one is to strengthen organizational leadership; the other is to improve cultural personnel training mechanism; the third is to innovate cultural talents incentive mechanism; the fourth is to establish and improve the talent management mechanism; the fifth is to establish and improve the cultural talent database.
