南非是世界上摧残新闻自由最甚的国家之一。南非政府自1911年以来颁布了350多项种族主义法令,其中旨在控制新闻界的法令达100项之多。《暴乱集会法》和《国内治安法》等法令明文规定,禁止反对种族隔离政策的任何个人享有任何言论、结社、集会,出版自由。更为荒唐的是《审讯法》规定,报纸未经“司法部长作出书面同意”,将警察拘留所中死者的情况公布于众,便被认为是犯罪。
South Africa is one of the countries in the world that devastates freedom of the press. The South African government has enacted more than 350 racist decrees since 1911, of which as many as 100 laws aim at controlling the press. Laws such as the Riot Rally Act and the Domestic Security Act expressly provide that any individual who opposes apartheid shall be prohibited from any freedom of expression, association, assembly or publication. Even more absurd is that the Trial Law stipulates that the publication of the newspaper’s publication of the deceased in police custody without the written consent of “Minister of Justice” is considered a crime.
