In that environment, police violence is often seen as, ironically, a shortcut to justice. India is one of only five countries to have not ratified the United Nations Convention against Torture. The NGO, the NCAT (National Campaign Against Torture) "Torture in India report" found that 60% of those who died in police custody in 2019 were from poor and marginalized communities -- Muslims, Dalits and Indigenous tribal communities.The poor are easy targets. For the police, the torture or death of the poor comes with no consequence.
