采购管理是企业项目建设中的一个重要组成部分,对建设优质项目有着至关重要的影响。就当前中国企业对采购的重视程度来看,越是大型的企业集团在项目建设过程中愈发重视采购的作用,而一般的中小型企业更倾向于从采购基础职能角度来看待采购管理问题。总体来讲,采购管理对企业项目建设的各方面都具有很大的影响,主要表现为:采购管理对项目建设进度的影响,对项目建设质量的显著影响以及在项目运营中对效益的影响等方面。但是很多企业项目建设面临的一个重要问题是:传统的采购供应管理模式已经不能满足项目建设进度、质量的要求。这主要体现在以下几个方面:传统采购工作环节烦琐,物资供应进度很难控制;采购物资质量较难控制;采购部门采购工作被动;缺少对物资供应过程的跟踪与管控机制。传统采购模式只是事后对出现的物资供应及时性、质量、服务等问题进行处理,缺乏从物资生产到到货之间的过程控制,缺少对物资不确定性问题的跟踪、预防和管理控制机制,这往往会给企业项目建设带来不便,甚至造成经济损失。

However, an important issue facing many enterprises in project construction is that the traditional procurement and supply management model can no longer meet the project construction progress and quality requirements. This is mainly reflected in the following aspects: the traditional procurement work is cumbersome, and the progress of material supply is difficult to control; the quality of procurement materials is difficult to control; the procurement of procurement departments is passive; and there is a lack of tracking and control mechanisms for the material supply process. The traditional procurement model only deals with issues such as the timeliness, quality, and service of material supply that emerged afterwards. It lacks process control from material production to arrival, lacks tracking, prevention, and management control mechanisms for material uncertainty issues. This often brings inconvenience to the project construction of the company and even causes economic losses.
