学习贯彻十八届五中全会精神不可忽略“十三五”规划建议中涉及的民主法治与国家治理和政党建设等重要政治内容,一是《建议》在形势分析和指导思想部分有大量政治内容,二是《建议》的主要目标和基本理念中,政治性要求也不少,三是《建议》的第八部分的标题形式与主体内容就是集中阐述政治建议,四是在《建议》第三、四、五、六、七等五大部分,基本上是对前述内外形势分析、思想指导原则、基本发展理念中涉及到政治内容的细化和展开。从政治的高度透视“十三五”规划建议有助于进一步学习认识十八届五中全会精神的重要性以及增强贯彻落实的积极性、主动性和创造性,因为“十三五”规划建议精神充分体现并升华了马克思主义的“阶级政治观”、“人民政治观”和“大局政治观”。充分认识“十三五”规划建议精神的重要政治意义,也有利于进一步增强人们对党领导国民经济与社会发展能力的自信,主要是“十三五”规划的建议主题与内容充分显示了以习近平同志为总书记的新一届党中央领导集体牢牢把握发展大局与不断推动大局发展的能力与水平,十八届五中全会的会议形式与形成结果则充分显示了中国共产党科学执政、民主执政、依法执政的现代执政意识以及能力水平的不断提升和进步,全会按照党章新增部分中央委员特别是审议通过了中央纪律检查委员会关于令计划等人严重违纪问题的审查报告与开除党籍处分,既充分显示了中国共产党“全面从严治党”的决心,也增添了国内人民群众与国际社会各界对中国共产党长期稳固执政的信心。
