“建设国家统筹城乡教育综合改革试验区,全面推进统筹城乡教育综合改革试验,是国家赋予重庆的重大历史使命,是推进重庆经济社会发展的迫切需要,是新阶段重庆教育改革发展的中心工作和重点任务”“以点带面、点面结合,整体推进统筹城乡教育综合改革试验”(摘自渝教办【2009】10号)。在谈统筹城乡教育的时候,认为统筹城乡教育的本质在于缩小城乡教育的差距,促进城乡一体化,实现城乡教育的同步发展,实现教育的公平与和谐。
