一、前言官厅水庫蓄水以后,两岸岩石渗水量較大,坝后渗流量最大实测記录达0.20公方/秒,由于机械管涌,坝下游坡脚附近曾发生20处塌坑。这种不良的工程地質現象需要进行处理,处理方法除灌浆和下游排水等方案外,沿上游岩石坡面作塑性防渗层是可以考虑的方法之一,当时官厅水庫坝前最大水深达25公尺,庫內蓄水約10亿公方,若用一般干筑方法施工,必須放空庫水,将影响发电和首都工业用水,所以提出不放空庫水用水中倒土方法建造上游防渗层的問題。
