一南洋小城开发建设指挥部南洋小城是以庵东海南村、三洋村为核心区块的新区副中心规划新城,南洋小城开发建设指挥部负责开发海南村、三洋村四平方公里南洋小城建设,主要项目为利时商业综合体、南洋风情街、海洋家园农房两改以及作为城市副中心的各种配套项目。目前,南洋小城基础设施建设、项目投资、房地产开发、物业管理、教育项目和教育科研开发有序推进。利时商业综合体是生活中心内引进第一个大型项目,利时广场商业部分已在2013年开业。
