本文认为,世界各国的国有企业都普遍存在着行政干预、效率低下等问题,其根本症结也是共同的,即都囿于企业的“国有”身份而采取了一整套反市场化的封闭性政策体制。在高度重视政府特殊职能的发挥、政府对特殊国企的控制及不同类型国企与政府关系应有不同的前提下,对于国企与政府间的资产关系、国企内部的管理关系以及经营者的选用机制、分配机制、荣誉机制、培训机制、保障机制等,逐步地、最大限度地引入“市场化”机制,使国企按照市场经济的规律,尽可能摆脱行政干预而高效运作,不仅可能,也是国企二元化目标内在的要求
This paper argues that the SOEs in all countries in the world are experiencing the common problems of administrative interference and inefficiency. The fundamental crux of the problem is also common. In other words, they all adopt a set of closed-door anti-market policy system .
