经过党的十一届三中全会以来20多年的改革和发展,我国社会经济面貌发生了深刻的历史性变化,进入了新的发展阶段,成功实现了“三步走”现代化战略部署的头两步,人民生活总体上达到小康水平。未来20年是我国经济发展关键时期,为此,中国共产党在十六大提出:“我们要在本世纪头二十年,集中力量,全面建设惠及十几亿人口的更高水平的小康社会,使经济更加发展、民主更加健全、科教更加进步、文化更加繁荣、社会更加和谐、人民生活更加殷实。”全面建设小康社会将使我国的社会经济发生深刻的变革。
