联邦德国 Karlsruhe 研究中心的运行保健物理专家 W.Koelzer 于1986年9月18日在核工业部辐射防护研究所作了题为《核设施的应急计划与准备》的报告。该报告以联邦德国为例,给出了不少具有参考价值的措施和图表。本史根据其报告的书面材料和录音整理而成。一、引言与定义应急措施是对反应堆工程安全技术措施的行政补充手段。核危害的程度可由事件(incident),事故(accident),灾难(cata(?)trophe)这三个术语来描述。
