宋亚平出生于1957年,湖北赤壁人,博士。他是我国行政体制改革的先行者之一。1999年,宋亚平出任湖北省咸宁市咸安区区委书记,陆续推行了包括干部打工、五保合一、撤销乡镇“七站八所”等十多项改革措施,实行党委、人大、政府、政协四套班子交叉兼职,行政减员达到44%。宋亚平的这些改革举措主要围绕行政管理体制进行,反响强烈,被誉为“咸安政改地震”。2004年,成安改革经验先后被全国17个省、市、自治区移植。 Song Yaping was born in 1957, Hubei Red Cliff, Ph.D. He is one of the pioneers of the reform of our administrative system. In 1999, Song Yaping became the secretary of Xian’an District in Xianning City, Hubei Province, successively implementing more than 10 reform measures including cadres and workers, reunification of five guarantees and cancellation of townships and “seven stations and eight stations” and implemented such reform measures as the party committees and the NPC, Government, CPPCC four sets of cross-part-time team, administrative downsizing reached 44%. Song Yaping these reform initiatives mainly around the administrative system, a strong response, known as “Xian’an political reform earthquake ”. In 2004, Cheng An’s experience in reform was successively transplanted to 17 provinces, municipalities and autonomous regions across the country.
