Statistics and access maps show that farmer training and access to knowledge have lagged far behind. Such services can play a central role in the knowledge transfer process if farm counseling services (FAS) are properly deployed and utilized. However, the results of this study show that overlapping roles and lack of motivation can impair the original use of services. Therefore, at present, the roles and responsibilities of all parties involved in FAS should be clarified by means of institutional reforms. Taking into account international trends, the long-term goal of this reform should be to establish a system that is more efficient and flexible and focuses on the market.
