从一九五一年起,我局就承担了北京市统一建房管理工作,按投资性质分外事建房(大使馆用房)、中央行政建层、居民住宅三种房屋。当时,对建房图纸和文件都没有集中统一管理的制度,各业务单位的具体工作人员,也习惯把这些材料存在自己手里,认为便于自己使用,成包成捆到处放着,影响利用,更严重的是因丢失而影响到工作。如:一九五九年一处新建使馆要接室外电缆和排水管綫,需用使馆区的总平面图,翻箱倒柜也找不着,最后找到了当时的主管工程师,经过十多天才找到那份图纸,影响工期十多天。又如:虎坊路居民住宅工程要修理一条下水管,由于总平面图丢失,三个工人一个房屋管理员,遍地刨了四天多才找到。基建档案
