淮阴市十三个县(区),土地总面积2,470万亩,自然条件适宜多种树木生长。发展林业生产潜力很大。成片林业用地及四旁绿化可用地近400亩,占总面积16％。全市现已成片造林92万亩,四旁植树25,000万株,林木覆盖率达10.1％,林木总蓄积量450万立方米;有700万亩农田基本实现了林网化。1975年以来,我市意大利杨和泡桐等速生树种发展较快,为掌握林木资源消长情况,加强林业商品生产,提高营林经济效益,促进全市林业生产发展,我们先后于1982年10月和1985年5月两次组织以意杨为主的速生树种资源进行了抽样调查。并基本上掌握了这些树种资源情况及其消长规律,比较准确地为发展本市木材加工生产提供依据,并为今后制定林业生产发展规划奠定基础,现将调查情况报告如下:
