我国自1978年从日本引进全面质量管理(TQC)以来,在工业企业中大力推行,取得了显著成效,大大地提高了全社会的质量意识,不少企业产品质量稳定提高。但十多年推行全面质量管理的实践,既有经验,也有教训。如有些企业不结合工厂实际,生搬硬套,搞形式主义,“TQC”成了“吹QC”,“全质办”成了“全包办”。这种做法,使全面质量管理无法深入扎实地开展下去。
Since China introduced Total Quality Management (TQC) from Japan in 1978, it has been vigorously implemented in industrial enterprises and has achieved remarkable results. It has greatly improved the quality awareness of the entire society and the quality of many enterprises has been steadily improving. However, the practice of total quality management in more than a decade has both experience and lessons. For example, some companies do not combine the actual conditions of the factory and apply rigid formalism. “TQC” has become “QC” and “full quality management” has become “all-inclusive.” This approach has prevented total quality management from being carried out in depth and in a down-to-earth manner.
