很多企业在这一轮承包中搞了内部承包,企业跟车间,车间跟班组,直至班组跟职工。这对企业完成承包经营目标起了一定的作用。但是,几年的实践表明,层层承包容易产生种种弊端。一是扭曲承包经营的目的。基层承包者由于各种原因(如对承包制的认识,经营者的素质等),往往执行偏颇,只要完成承标目标,就不择办法和手段,甚至不计后果。
