为保障特种设备安全健康地发展,推进多元共治格局稳固形成,利用合作博弈思想,研究特种设备安全效益分配模式。首先通过设立特种设备的政府、市场、检测和社会(GMDS)治理主体,分别构建安全产出模型、安全投入成本模型和安全非效益模型,得到各类主体的安全效益模型;然后采用Shapley值法探究各治理主体的安全效益分配模式,并对其进行验证。结果表明:多元化主体合作治理特种设备所获得的安全效益远高于自身单独治理所获得的效益,同时,合作博弈方式可以实现安全效益分配最优化和公平化,进而激发各主体治理特种设备的积极性。
In order to ensure the safe and healthy development of special equipment and promote the formation of a pluralistic governance structure, the cooperative game theory should be used to study the distribution mode of special equipment safety benefits. Firstly, the safety output model, the safety input cost model and the safety non-profit model were built respectively by setting up government, market, testing and society (GMDS) governance subjects of special equipment, and the safety benefit models of all kinds of subjects were obtained. The results show that the security benefits obtained from the cooperative management of diversified entities are much higher than the benefits obtained from the solo governance.
